# Điều 1. Phạm vi điều chỉnh

Thông tư này quy định kỹ thuật quan trắc môi trường và quản lý thông tin, dữ liệu quan trắc chất lượng môi trường, bao gồm:

1\. Quy định kỹ thuật quan trắc môi trường đối với chất lượng không khí xung quanh, tiếng ồn và độ rung, nước mặt, nước dưới đất, nước biển, nước mưa, đất, trầm tích.

2\. Quy định về kỹ thuật quan trắc các chất ô nhiễm hữu cơ khó phân hủy (POP) theo quy định của Công ước Stockholm và nguyên liệu, nhiên liệu, vật liệu, sản phẩm, hàng hóa, thiết bị có chứa POP.

3\. Quy định kỹ thuật quan trắc môi trường đối với nước thải, khí thải công nghiệp, bùn thải từ hệ thống xử lý nước.

4\. Quy định về bảo đảm chất lượng và kiểm soát chất lượng trong quan trắc môi trường.

5\. Quy định về các yêu cầu cơ bản và đặc tính kỹ thuật của trạm quan trắc chất lượng nước mặt và chất lượng không khí xung quanh tự động, liên tục.

6\. Quy định về các yêu cầu cơ bản và đặc tính kỹ thuật của hệ thống quan trắc nước thải và khí thải tự động, liên tục.

7\. Yêu cầu về việc nhận, truyền và quản lý dữ liệu quan trắc môi trường tự động, liên tục.

8\. Quản lý, cung cấp và chia sẻ thông tin, dữ liệu quan trắc chất lượng môi trường.
