# Điều 4. Điều khoản chuyển tiếp

Hồ sơ đầy đủ, hợp lệ đã được cơ quan nhà nước có thẩm quyền tiếp nhận để giải quyết trước ngày Thông tư này có hiệu lực thi hành thì được xử lý theo quy định của pháp luật tại thời điểm tiếp nhận, trừ trường hợp tổ chức, cá nhân đề nghị thực hiện theo quy định của Thông tư này.
