1\. Cơ quan được giao lập báo cáo hiện trạng môi trường trực thuộc Bộ Tài nguyên và Môi trường trình Bộ trưởng Bộ Tài nguyên và Môi trường phê duyệt báo cáo hiện trạng môi trường quốc gia, báo cáo chuyên đề về môi trường quốc gia.

2\. Sở Tài nguyên và Môi trường trình Ủy ban nhân dân cấp tỉnh phê duyệt báo cáo hiện trạng môi trường địa phương, báo cáo chuyên đề về môi trường của địa phương.
