Thông tư này áp dụng đối với cơ quan, tổ chức, cộng đồng dân cư, hộ gia đình và cá nhân có hoạt động liên quan đến các nội dung quy định tại Điều 1 Thông tư này trên lãnh thổ nước Cộng hòa xã hội chủ nghĩa Việt Nam, bao gồm đất liền, hải đảo, vùng biển, lòng đất và vùng trời.
