# Điều 16. Hướng dẫn sử dụng các chất được kiểm soát

1\. Tổ chức sản xuất, xuất khẩu, nhập khẩu, tiêu thụ các chất được kiểm soát tuân thủ biện pháp quản lý như sau:

a) Đăng ký sử dụng chất được kiểm soát;

b) Giấy phép nhập khẩu, xuất khẩu;

c) Hạn ngạch sản xuất, nhập khẩu.

Chi tiết về biện pháp quản lý và thời hạn áp dụng đối với từng chất được kiểm soát quy định tại Phụ lục III ban hành kèm theo Thông tư này.

2\. Tổ chức xuất khẩu, nhập khẩu sản phẩm, hàng hóa, thiết bị có chứa các chất được kiểm soát phải ghi rõ thông tin về chất được kiểm soát khi thực hiện thủ tục hải quan.

3\. Tổ chức xuất khẩu, nhập khẩu các chất được kiểm soát có cùng mã HS phải ghi rõ thông tin từng chất khi thực hiện thủ tục hải quan.
