Ủy ban nhân dân cấp tỉnh xây dựng, ban hành và tổ chức thực hiện kế hoạch xử lý, cải tạo và phục hồi khu vực ô nhiễm môi trường đất đặc biệt nghiêm trọng theo quy định tại điểm b khoản 3 Điều 19 Luật Bảo vệ môi trường; việc thực hiện kế hoạch phải được nêu rõ trong báo cáo công tác bảo vệ môi trường cấp tỉnh hằng năm và gửi về Bộ Nông nghiệp và Môi trường để tổng hợp.”.
