# Điều 1. Phạm vi điều chỉnh và đối tượng áp dụng

1\. Nghị định này quy định về đối tượng chịu phí, tổ chức thu phí, người nộp phí, các trường hợp miễn phí, mức phí, xác định số phí phải nộp, khai, thu, nộp, quản lý và sử dụng phí bảo vệ môi trường đối với nước thải.

2\. Nghị định này áp dụng đối với người nộp phí, tổ chức thu phí bảo vệ môi trường đối với nước thải và cơ quan nhà nước, tổ chức, cá nhân khác có liên quan đến thu, nộp, quản lý và sử dụng phí bảo vệ môi trường đối với nước thải.
