# Điều 1. Phạm vi điều chỉnh

1\. Nghị định này quy định các hành vi vi phạm hành chính, hình thức xử phạt, mức xử phạt, biện pháp khắc phục hậu quả, thẩm quyền lập biên bản vi phạm hành chính và thẩm quyền xử phạt vi phạm hành chính, áp dụng biện pháp khắc phục hậu quả trong lĩnh vực tài nguyên nước.

2\. Các hành vi vi phạm hành chính về tài nguyên nước không quy định tại Nghị định này thì áp dụng theo quy định về xử phạt vi phạm hành chính trong lĩnh vực quản lý nhà nước khác có liên quan để xử phạt.
