Bộ Khoa học và Công nghệ, Bộ Tài nguyên và Môi trường và các bộ, ngành có liên quan triển khai các hoạt động nghiên cứu khoa học, phát triển công nghệ, ứng dụng chuyển giao công nghệ về giảm nhẹ phát thải khí nhà kính và bảo vệ tầng ô-dôn bảo đảm các mục tiêu quốc gia, ngành, lĩnh vực theo từng giai đoạn.
