Nghị định này áp dụng đối với tổ chức, cá nhân có liên quan đến hoạt động phát thải khí nhà kính, giảm nhẹ phát thải và hấp thụ khí nhà kính; tham gia phát triển thị trường các-bon trong nước; sản xuất, nhập khẩu, xuất khẩu, tiêu thụ và xử lý các chất làm suy giảm tầng ô-dôn, chất gây hiệu ứng nhà kính được kiểm soát theo Nghị định thư Montreal về các chất làm suy giảm tầng ô-dôn.
