# Điều 71. Hạch toán tài nguyên nước

1\. Hạch toán tài nguyên nước là quá trình tổng hợp, tính toán, cân đối nguồn nước, xác định giá trị tài nguyên nước trong các hoạt động kinh tế - xã hội, bảo đảm an ninh nguồn nước.

2\. Việc hạch toán tài nguyên nước phải bảo đảm các nguyên tắc sau đây:

a) Bảo đảm đồng bộ, thống nhất về thông tin số liệu trong quá trình hạch toán;

b) Tích hợp với Hệ thống thông tin, cơ sở dữ liệu tài nguyên nước quốc gia;

c) Xây dựng theo các nhóm tài khoản về tài nguyên nước.

3\. Kết quả hạch toán tài nguyên nước được sử dụng để cơ quan có thẩm quyền xem xét, quyết định việc điều hòa, phân phối và thực hiện các giải pháp quản lý khai thác, sử dụng và bảo vệ tài nguyên nước.

4\. Bộ Tài nguyên và Môi trường chủ trì, phối hợp với Bộ Kế hoạch và Đầu tư, Bộ, cơ quan ngang Bộ có liên quan, Ủy ban nhân dân cấp tỉnh và tổ chức, cá nhân có liên quan tổ chức hạch toán tài nguyên nước.

5\. Chính phủ quy định chi tiết Điều này và lộ trình thực hiện việc hạch toán tài nguyên nước.
