3\. Chiến lược phát triển ngành, lĩnh vực quy mô quốc gia, cấp vùng, quy hoạch ngành quốc gia và quy hoạch có tính chất kỹ thuật, chuyên ngành có tác động lớn đến môi trường thuộc danh mục do chính phủ quy định.

4\. Việc điều chỉnh mục tiêu của quy hoạch quy định tại khoản 2 và khoản 3 Điều này.
