# 21. Sửa đổi, bổ sung một số khoản của Điều 71 như sau:

a) Sửa đổi, bổ sung khoản 1 như sau:

“1. Phế liệu nhập khẩu từ nước ngoài vào Việt Nam phải đáp ứng các yêu cầu sau đây:

a) Phù hợp quy chuẩn kỹ thuật quốc gia về môi trường đối với phế liệu nhập khẩu từ nước ngoài làm nguyên liệu sản xuất;

b) Thuộc Danh mục phế liệu được phép nhập khẩu từ nước ngoài làm nguyên liệu sản xuất do Thủ tướng Chính phủ ban hành;

c) Bảo đảm tỷ lệ và lộ trình hạn chế nhập khẩu phế liệu từ nước ngoài làm nguyên liệu sản xuất.”;

b) Sửa đổi, bổ sung khoản 3 như sau:

“3. Chính phủ quy định chi tiết Điều này.”.
